Brick Façade Reaches Completion At 213 College Avenue

213 College Avenue by non-profit developer, HDC MidAtlantic, recently completed its brick Façade work and is currently progressing with landscaping ahead of projected July 2025 move ins.

The affordable housing development is set to yield 48 one-bedroom apartments and 16 two-bedroom apartments with rent between $228–$950 per month for applicants who meet the minimum and maximum income requirements.

HDC MidAtlantic has partnered with Washington Place Equities (WPE) to develop multiple properties in the area. WPE bought 250 College Ave for $5M in 2020 and designated HDC MidAtlantic the principle developer. The seller, UPMC Pinnacle Hospital, agreed to donate 213 College Ave as part of the transaction given the intent to develop it for affordable housing, while the other property will be market rate.

The estimated budget for 213 College Avenue is $23.4M, of which $1.25M was awarded by Lancaster County via the federal American Rescue Plan Act (ARPA).

HDC MidAtlantic has employed a project team including Benchmark Construction as the general contractor, Tippetts/Weaver architects and site engineering consultants, Site Design Concepts, Inc.

Other contractors including LH Brubaker and Ameri-Tec Mechanical have been on site this week presumably installing appliances and HVAC respectively.
